PSE certification is a mandatory safety certification in Japan, used to prove that motor and electronic products have passed safety standard tests under the Japanese Electrical and Material Safety Law (DENAN Law) or international IEC standards. According to Japan's DENTORL Law (Electrical Appliance and Material Control Law), 498 products entering the Japanese market must pass safety certification. Among them, 165 A-class products should obtain the diamond shaped PSE logo, and 333 B-class products should obtain the circular PSE logo.

Since April 1, 2001, the Electrical Product Control Law (DENTORL) has been officially renamed as the Electrical Product Safety Law (DENAN). Unlike the control of contractual provisions in previous regulatory systems, the new system will be ensured by unofficial organizations to ensure product safety.

With more and more countries joining the WTO, in order to align with international standards, many countries have formulated regulations to restrict technical indicators such as safety, energy conservation, and environmental protection for various commodities. This not only ensures the level of their own industries and markets, but also creates certain technological barriers.
Japan is a country with a complex system of safety regulations. Foreign products that want to enter the Japanese market will face high barriers to entry.
Requirements of the Electrical Appliance Safety Law (DENAN)
Japanese buyers must register and declare with the Ministry of Economy, Trade and Industry (METI) within one month after purchasing goods. Electrical and electronic products within the DENAN catalog sold in the Japanese market must pass PSE certification. Japan's DENAN divides electrical and electronic products into two categories: specific electrical products, including 115 types of products; Non specific electrical products, including 338 types of products.
According to DENAN requirements, products certified by PSE must meet the requirements of relevant safety technical standards. There are two safety technical standards for electrical products in Japan:
(1) Japanese Technical Standard 1 refers to the domestic technical standards in Japan, which differ significantly from the technical requirements of IEC standards and form a separate system.
(2) Japanese Technical Standard 2 is a standard issued by the Japanese government in 2002 that is consistent with relevant IEC standards, but not all electrical products have a corresponding Technical Standard 2 standard.
Manufacturers can choose to conduct suitability checks according to Technical Standard 1 or Technical Standard 2, and can affix the PSE mark after passing the inspection. In general, Technical Benchmark 1 and Benchmark 2 cannot be used interchangeably.
PSE certification applicants can be manufacturers or importers.
DENAN also requires the purchaser's name or ID to be marked on the product for supervision and management in the future product sales process.
The safety responsibility of products imported into Japan is entirely borne by the Japanese importer. Therefore, the importer must keep inspection reports and records, and can also view inspection records through computer networks.
