The new EU Toy Safety Directive 2009/48/EC was issued on June 30, 2009, came into effect on July 20, 2009, and partially abolished the current Directive 88378/EEC on July 20, 2011. The new chemical requirements will come into effect in July 2013.
Since its promulgation in 1988, the Japanese version of the EU Toy Safety Directive 88/378/EC has achieved significant success in ensuring toy safety in the EU market and eliminating trade barriers between member states. With the changes of the times, the shortcomings of this directive are increasingly exposed, such as the need to improve safety requirements, low efficiency in implementing the directive, unclear scope and concepts, and the increasing use of new materials in toys on the market. So in 2003, the European Union began considering revising it and widely soliciting public opinions. On January 25, 2008, the European Union issued the Directive Amendment Proposal COM (200819), which was passed by the European Parliament on December 18, 2008. The proposal was officially adopted on June 18, 2009, and published in the Official Journal of the European Union on June 30, 2009. The new directive was numbered 2009/48/EC
