EU updates CLP regulations to adapt to technological and scientific progress (ATP) revisions

On September 30, 2024, the European Commission published Commission Regulation (EU) 2024/2564 in the Official Journal of the European Union, which was formulated on June 19, 2024. This is the 22nd revision of the EU CLP Regulation (Classification, Labelling and Packaging of Substances) to adapt to technological and scientific progress (ATP).

The main changes in this regulation include:

1. New entries: 27 new entries with coordinated classification have been added. This means that these substances or mixtures now have clear classification criteria for consistent labeling and packaging across the entire EU.

2. Existing item classification change: The classification of the existing 16 items has been modified. This may involve reassessing the hazardous characteristics of certain substances or mixtures, as well as updating their classification and labeling requirements.

3. Delete entries: 7 entries that are no longer applicable or have been updated have been deleted.

4. Effective date: This regulation will come into effect on May 1, 2026. This means that from this date onwards, manufacturers, importers, and downstream users of all relevant substances and mixtures must ensure that their products comply with the new classification, labeling, and packaging requirements.

The purpose of CLP regulations is to ensure that substances and mixtures are correctly identified, classified, labeled, and packaged throughout the entire supply chain to protect human health and the environment. Through regular ATP revisions, the EU is able to update its chemical management regulations based on the latest scientific data and assessments, thereby improving the regulatory level of chemical safety.
